Can u only receive the entire pell grant if you're a full time student?

the financial aid office advised me to apply for a loan even though my EFC on the pell grant was 0. i'm registered for 12 credit hours (4 courses) which i believe is full time, and considering dropping one

If you drop a course, your Pell will be reduced.  Just because your EFC is zero doesn't mean all your schools tuition and costs will be covered.  many schools are too expensive for the 4700 a year pell to cover entirely.
