  1. no...you have no idea how to care for them and for that reason alone it is illigal

  2. It's not illegal if you have a special permit I want a rhino and I live in las vegas in the desert.

  3. How high do you want to get him/her?  There are a variety of hydraulic devices available.

  4. You have to have a special permit - if your neighbors didn't, there is a chance they could have had the lions taken away and they could have been fined or done jail time.

I don't know if there are permits for giraffes - there are for emus, llamas, lions, bears, etc.  Call the local animal control agency and ask.  However, I'd be concerned about you being in New Jersey - giraffes like it hot - the ones at our zoo in Denver were raised in the colder climates, they were not from Africa - that is why they have adapeted to the climate, you would need shelter for it in the winter months and that may be expensive to build - it would have to be made out of something besides wood or they would tear the wood up like they do trees.  And it would have to be heated and tall enough and large enough for them to exercise.  Lots of fine details to work out!

  5. You can't raise wild animals unless you're involved with a rehabilitation program or a zoo. Did your neighbors have a license to raise lions? If not they broke the law since it's illegal to keep big cats without one.
