If you are referring to applications that will help you manage and fix your pictures quickly, the best I can recommend is Picassa from google.  It makes it very easy to download photos from your digital camera, crop and adjust other settings on your pics and upload to the web.

For a more traditional photoshop like applications, Gimp (http://www.gimp.org/windows/), Paint.net (http://www.getpaint.net/) are among the most used.

gimp is a *****...im sorry but it is i have been reading tutorials all day long and still have gotton no where it is veryyyy complicated im so mad at that software right now if only i could stock a photo i might not be so mad

A very good Photo-Editing software available is Adobe PhotoShop, but only a 30-day trial for PhotoShop is available for free. To try it out go to http://www.adobe.com/downloads

A free alternative to PhotoShop is GIMP. While it is as powerful as PhotoShop, it's a bit harder to use. If you can't get your head around it, check some tutorials on YouTube:
