    It is not heat that gives you a tan but UV radiation that does. You need  direct sunlight for a tan. Heat makes it a bit easier,because people wear fewer clothes in nice, warm weather

  3. yes, you can get sunburn on your face and the roof of your mouth in winter from sunlight reflecting on the snow, so it doesn't matter about temperature, just how many poisonous uv rays are out there. Those are what tans the skin.  

  4. Yes, it's not about the heat, it's about the sun's rays!  Your skin won't get as hot so you are more likely not to burn!  You can get a sunburn in overcast weather too.  Just put on lotion!
