You didn't say how it was stored.  If it was stored in the freezer, both white and whole wheat flour will still be good.  If it was in the refrigerator the white will be good, but the whole wheat may not.  If the whole wheat is bad you will be able to smell rancid oil when the flour is at room temperature.

    For unrefrigerated storage: If it's white flour and has been kept dry and there are no creepy crawlers in it, then yes you can use it.  If it is whole wheat flour, no.  The oils in the germ will be rancid.  You'll be able to smell the rancid oil.

    The above applies to grains other than wheat.
