If please you can increase your budget a 1500 more, surely, you shall get nokia 6300, which has 2 MP camera, a large TFT screen, video and great sound quality. This phone is so slim and beautiful that you're goin to love it for sure. Or else you can try mobiles from Sony Ericsson and LG....

if you are looking for good camera phone I must say you it is sonyericssons k550i if you could extend your budget a bit more In wich you will get all the features with a good camera above all other company and if your budget is as you told then china mobile are best as they offer huge amount of features
