  2. the capital is santiago de compostela which is also one of the most holy places in the roman catolic religion hence the fact people do pilgramiges to its catedral to see the tomb of the apostel james,,,,the government in control is a union between PSOE and BNG,,,,, the spanish language coexistes with galician, both languages are excepted in schools and in official exames, for some jobs in the governement or in publice services you most know how to speak and write galician,,,,,,,the money they use is the  euro,,,,,,,,,the typical food is seafood such as pulpo a la gallega (octapus), calamares (squid), otro typical food that isn't seafood is cocido gallego,,,,,,,theweather in the winter tends to rainy and cold (usually not to cold), and in the summer even if its hot during the day it usually always cools down at night that means alot of people wear thin jackets or sweaters at night,,,,,,the best time to go to the coastal areas is summer but i personally think the best time to visit certain cities such as santiago is the winter because there won't but long lines to enter the catdral and so on......holidays that are big are holyweek (the week before easter sunday), christmas, the day of the apostal (24 of july), san juan in june,,,,,,the people in the cities tend to dress more "pijo" --->(think aeropastel mixed with limited catalog) then in the costal areas, but its more or less alike,,,,,,,,,, most prized travel advice is don't be the typically american refusing to try and speak spanish and critizing everything that isn't like in the states (galicians are very open people as long as you as poliet as they are),,,,,,,,mmmmmmmm when you meet somebody they will always give you two kisses (one on each cheek) the only only people that shake hands are men with other men, women always give two kisses!!!  this is important so not to offend anyone..... i couldn'tanswer all your questions but i hope this helps.
