Yes, but the tea will not be as strong. There will also be less caffeine in the second cup. If you don't mind it being slightly weaker, it's a great way to save money and reduce trash.

i usually use a tea bag twice, they used to have tea bag trays to hold a tea bag between uses (why have a tray if it's useless after one use?)
