Can u win the appeal without new med. records?

Question

can someone be approved at their reconsideration level of appeal for ssi/ssd without new medical records?? If so, how long does it take to get the letter of approval?

I am currently in the appeal process, I had my doc fill out some new papers and trying to come up with any thing new I can. I am well over a year now. How long? It took my neighbour over 5 years but what a back pay check.
