Can users without Yahoo e-mails join a Yahoo Group?

yes they can but they wont get the use of the web features like files and links. there's a subscribe link they send an e-mail to at the bottom of groups

Yes but in order to access the archives of a group they must have a User ID and password for Yahoo Groups (for them it will be different than for those who already use Yahoo Mail to receive their e-mails).

Yes, its just a bit more complicated.  But if they are web-savvy they'll have no problem.

No, But the non-yahoo users cannot access to the group's features (such as polls/files/photos etc). They have to create a Yahoo ID in order to reach those services.
