Can water be converted into petrol ?

Can water be converted into petrol i heard that a businessman is funding a person for this project . Is it feasible to mix water and petrol and use it as a fuel . anybody can explain this

 no water can not be converted into petrol .........because in general .like dissolves like.solibility principle
