Nope, you can only collect OHA when you are on orders for a foreign duty station.

IE a PCS move to germany, etc.

You choose to go back to the Philippines, so your BAH will stay at the rate for his duty station.

If you had relocated inside the US, your BAH would be based on where you lived during the deployment.

But they do not do that for outside the US.

no.  his BAH remains at the rate of his DUTY station regardless of where you choose to live.

You can't get OHA in the Philippines because he's not stationed there.  Any housing costs incurred while you are there will come out of pocket.  The Army pays to have you live where they stationed you, not wherever you want to go...
