If it was sticking out onto the road, or if you parked on the wrong side of the road, or if your car was facing the wrong way on a road (some cities have rules about them kind of things) they could, but most likely the'd be the ones found at fault.

the only way they might have a chance is if your car was parked really close to the road like within 30 feet because for the mostpart you don't own that the city/county does and it is not concered private property

it really depends on which way the car was parked, if it was parked on the street against traffic they have a chance (small small chance) if its parked going with traffic they have NO chance
