I believe you shouldn't because if it's detached, it's harder to get to and makes it harder to worship. Especially if it rains a lot in your area. I'm not Hindu but i'd not do it..

You'll have to call your city hall and ask if you can.  You may need a permit and may have to have it inspected by the city.  It depends on what you are building.
