Only the US embassy in Manila handles immigrant visas in the Philippines. Check out their website via travel.state.gov. or go straight to the embassy website, http://manila.usembassy.gov.

Hi,I dont know what a 1-130 is but I wouldnt recommend mailing anything in the phils.I have just had dealings with the Australian embassy in manila from Cebu and Australia and we were able to fax or email most docs and the rest where sent by courier,either fedex or dhl.But dont use the mail,if it doesnt disappear it will take ages to get there.Good luck
