Oil can be made from any biomass or coal or trash or sewage at a cost less than $30 per barrel of oil produced. It is quite simple do this but no one is even thinking about this so no one knows how to do it. Even the USDOE knows oil can be made for ~$40 per barrel using the caveman process invented way back in the 1920s. And the USAF is in the process of making all the fuel needed for defence most likely using a tried but costly process. To make oil at low cost needs a new process that is much better and very simple.
