Can we make speculation with out valid reason a CRIME against Humanity?

Today, we are the victime of free market economy. So called smart brains and analyst around the world make use of situation any thing silly and push the price of Crude Oil and Commodities.

We need to establish a council of world consumers to analys and approve or reject those speculation by market manipulators. If the reason been approved only than the speculators ahould be allowed to push the price. As of today there is no system to check wether they are right or wrong. As a result they always enjoy free ride and drive home millions in short time.
