You can attach a TV Tuner device to you computer and watch TV programs on you computer monitor and record TV shows on your computer Hard Drive. Here are some examples of such devices:

yea. Im sure each country has each own online tv channel. there is abc for US, mobtv here in Singapore

but to turn your computer into an actual tv, that im not too sure about
