when you talk about tolerating cold weather, you have to take into account the whole body.

Women tend to have more surface area, and therefore tend to be less tolerant of cold weather.

Honestly, I would say no. Women are more sensitive because their sense receptors [nerves] are more abundant and closer together. Not to mention the fact that women shave their legs [most of them] which eliminates another line of defense against the cold besides body fat.

Yes they can because women's legs are thicker and are more used to tolerate bad cold weather than men usually are.I hope this really helped you out!
