  1. I dont see why you couldnt. Puerto Rico is a US territory.

    That is why you dont need a passport to go there.

    Besides you can adopt from a ton of other countries so why wouldnt you be able to from PR?

  2. Not sure why you are asking, but yes you can.

    I also know that Guatemala has a great program and I know people who have adopted from there with great experiences.  (And BEAUTIFUL babies)

  3. Puerto Rico is an American Provence, not a state, so I'm not sure how the law changes for that sort of situation....

  4. According to adoptions.org, you can.  Puerto Rico has its own laws and regulations that you'd need to be aware of.  I know you can adopt in other US territories.

  5. I dont see why people adopt from other countries,

    when people in america are throwing kids out on the street everyday.
