Can you adopt without using an agency????????

Question

Can someone tell me if it is legal to adopt from cameroon, some place in Britain? I have spoke with these people and i am scared that it is a hoax. I can't afford adoption through these agencies and we want a girl no older than 3 years old. From anywhere, USA is even better......Paying an attorney isn't a problem but paying thousands of dollars is a big issue with us!! We just won't adopt if thats the only way...can someone help us..These agencies charge way to much money to find great homes for these kids. And they take a year or so to make it happen...Help.....

I am interested in adopting as you are.  I called the state agency and they said there is no charge to adopt children ( i assume other than attorneys fees).  They said the hard part is connecting with a birthmother.  Throughout my research, I did read cameroon was a hoax.  Call your state agency for advice.
