No part of the car is stationary. At any given moment while the car is in motion there is a point on the circumference of the wheel which is in contact with the rail head, i.e.at bottom dead centre, and is therefore not moving relative to the train, but this is a theoretical point, stationary for a theoretical instant. In reality any point on the circumference is moving at the rotation speed of the tread given the speed of the train.

There is another point at the top of the wheel's circumference, i.e. top dead centre, where the velocity of the point is that of the circumference of wheel + the velocity of the train, but again this is a theoretical point.

There is also a point in the centre of the wheel, i.e. the axis, which is stationary relative to the wheel, and moves at the same velocity as the train, but once again this is a theoretical point and has no mass.

The structure supporting the wheel, i.e. the axle, has mass and therefore must rotate at the same rate as the wheel, the axis of wheel and axle being the same.
