Well, at 13, keep the "I think" when labeling yourself as bisexual. At least for awhile.. its a crazy time in one's life and "bi" isn't something easily taken back sometimes. Keep your mind open :D)

As for your friend, I'd continue sending small signals to him. Subtle flirting, especially when you're alone. Do you get a chance to hang out outside of school? Do you live close enough to each other to be able to hang out, do homework or go to fun places? Maybe out of school he'll feel more comfortable to reciprocate or at least talk to you about what's going on... :D
