No, a Khalifa can only be appointed by Allah.

“‘Prophethood shall remain among you as long as Allah shall will. He will bring about its end and follow it with Khilafat on the precepts of prophet hood for as long as He shall will and then bring about its end. A tyrannical monarchy will then follow and will remain as long as Allah shall will and then come to an end. There will follow thereafter-monarchial despotism to last as long as Allah shall will and come to an end upon His decree. There will then emerge Khilafat on precept of Prophethood.’ The Holy Prophet said no more.” (masnad ahmad)

Allah has already established that Caliphate on the precepts of the passing of Imam mahdi and Messih.

Meaning an election? I don't know. In the Hadiths, after the death of the Prophet (pbuh), people began to say out loud the names of Muslims who would be their leader on behalf of Allah. Thus, majority agreed that Abu Bakr was to be the first Khalifah.

I don't know, but that does really sound like an election. I might be wrong.

no a khalifa is only chosen by Allah (swt)
