Can you ask for a refund if a dvd skips a little?

because i want to watch this one part of a dvd i got and it skips it. annoying! the dvd isn't even scratched, swear!

I don't see why not.  You've bought defective goods, whether the defect is visible or not.

I think it depends on where you bought the DVD from.  If it was bought from places like Walmart, you probably could get a refund or credit with a receipt.
