A visitor visa does not give you the permission to attend university.  You need a study visa for that.  A visitor visa actually prohibits you by law from attending school or seeking employment.

No. You need a F-1 visa. Once you are admited to a school, the school will issue you a I-20. With that and other required document, you can apply for an F-1 visa. I don't know whether you can apply this while you are in US or have to apply at the US embassy of your own country.

This annotation is for aliens coming to the United States primarily for tourism, who also incidentally will engage in a short course of study during their visit. For example, you could take a night school course for your own amusement without violating the conditions of your admission.

Another example would be language students in a course of short duration when the course of study is under 18 hours per week.
