  1. A visitor visa does not give you the permission to attend university.  You need a study visa for that.  A visitor visa actually prohibits you by law from attending school or seeking employment.

  3. No. You need a F-1 visa. Once you are admited to a school, the school will issue you a I-20. With that and other required document, you can apply for an F-1 visa. I don't know whether you can apply this while you are in US or have to apply at the US embassy of your own country.
