  1. If the police deem you a danger to other drivers or yourself, yes.


  2. Only if you were driving recklessly while running the 2 stop signs, or you were drunk, or the police think you were trying to elude them and that is why.  Running a stop sign is otherwise a civil infraction.  reckless driving in Michigan is a misdeamenor. You can be arrested for it.

  3. Can't speak for MI specifically, but it is certainly possible.

    I can (in Missouri) arrest for any violation I can write a ticket for.

    Obviously I don't without some further reason, but I *can*.
