Don't know if you'll be fined, but you will certainly be looked upon as a poor sport if you don't - win or loose.  

Better to just follow the rules than have your reputation ruined by a small action that takes virtually no effort.

I'm not sure but

Etiquette says who ever loses should shake the Umpires hand first

It's amazing how many players ignore this - the Williams sisters always shake hands with the umpire first whether they win or lose.

it's like when you lose, you accept defeat and when you win it's like thanking him/her for a good match...

it's a sign of good sportmanship..
