  2. The Rubber Doesnt Ground the Car. The metal in the car is what grounds it. Yes you can get struck if you are touching anything metal. If you are not touching anything metal though you would be fine cause the electric charge would be carried through the metal and would arc to the ground not you.

  3. no because rubber is not a conductor of electricity.
