hello,  i checked out that website so here's my answer to your question,  yes,  anyone can become a member to that website but u have to read the terms of use everytime u sign in so that u can see if there are any changes in the agreement of the terms of use!  i personally don't want to be a member as of yet because i have enough sites right now that i'm using & yahoo.com is so far the best out of all of them!  that site is like this site.  i hope that i was helpful to u? bb, nobrethequeen
