Can you book a holiday without a passport,?

Yes you can but then it is your responsibility to ensure that you have a valid passport and correct visas (if required) at time of travel.

Yes Just make sure you leave enough time to definitely have your passport in hand at time of departure as no travel insurance will cover this.
