Can you buy a car with a permit and let it sit in the driveway. Do you need insurance to get it sit?

I wanted to know if you can buy a car in California with a learners permit.

If I can buy a car with a learners permit, can i let it sit in my driveway for three months, while I wait till I get my license.

lastly, do i need insurance to just let it sit in my driveway?

here in florida you can buy a car aslong as you got money they just sign the title over to you and you could just wait to get your title untill you get your lisense and you dont need insurance unless your driving it but CAL might be different
