Can you buy a cougar as a pet?

My friend was talking about how he "picked up a cougar" the other day. Then they asked me if I knew what it was and I said yeah it's a member of the cat family and they started laughing at me. I don't know the scientific genus and species of the friggen thing. But I thought cougars were big, how could you get one as a pet?
