yes you can.  It would not be legal as a bicycles, but might qualify as a 49cc motor bike in many states.

you would buy a crystalyte motor from evsolutions.net, or electricrider or several other crystalyte dealers.  72 volt model will certainly do what you want.  put this kit on your bicycle.

A recumbent with a sram dual drive rear end, a fairing and  a 500w cyclone-USA motor will also do this.

you  will need some batteries -at least 20ah if you want any range.

I haven't seen any available, but I am sure you can find something.  The only thing that would be an issue is how long the charge would last.
