  1. Yes, as long as they have not gotten to the point of levying against your property.  Then you probably couldn't get an unencumbered title to you new house.  But the levying doesn't happen until you have blown them off for a while and they would have notified you first.


  2. Yes you can buy a home.  If IRS has filed a Notice of Federal Tax Lien a purchase money loan would have priority over it although you might have trouble finding a lender who would be willing to give you a mortgage.

  3. If you buy it outright or you can find someone to get you a loan, but I'd think that would be hard.
