are they even sold at local drug stores at all?

  1. nope i don't think so. but some lozenges have sort of anesthetic effects.

There are topical anesthetics that are available over the counter.  Menthol is a synthetic compound that causes analgesia (pain relief) and some local anesthesia.  You may also want to look into a medication called Topicaine.  It is a gel that contains lidocaine in varying percentages (4% and some with 5% are available).  These can be bought online at:
