A license is not a requirement for purchase.  They will more than likely require insurance (unless you pay cash up front).  And they  do not have to release the vehicle to you if you do not have a legal driver with you to leave their lot.

Only if you pay cash for it. You are required to carry full coverage insurance until it is paid off, and no insurance company will insure a non-licensed driver.
