  2. You can certainly buy the car, but you'll have to get insurance before you can register it, get tags. In other words, you can buy but you can't drive until you get insurance.

You can do it.  FInd the car you want.  Get your money ready in advance.  Take a look at the car title.  Make sure it has the name of the person you are talking to.  Make sure it doesn't have 3 other names on it.  Unless you get to meet all the people and they all say they want to sell.  Look at the title to see if any money is owed on it.  Under the section called "Liens".   If money is owed, you will go to the address of the lienholder to make sure they are paid off when you buy the car.  If it's a bank, you can also get them to notarize the title and put it in your name. The seller will want cash.  She won't care if you borrowed the money from a credit union, as long as she gets cash. It's fun.  Of course you don't have insurance yet because you don't have a car yet.  Call your agent before you put the key in the ignition.  Some agents insist that you drive the car by their office within 1 week of buying it.  So they can see what they are insuring.
