  1. Yes, you can.  Better yet, if you qualify for the EBT then you should apply for WIC. (Women Infants and Children)  They will not only give your formula but will give you cereal, eggs, peanutbutter, juice, and other items.  You will still have to pay for the baby food but will get those other items free.  The child will qualify up to 5 years old.  When the baby turns a year old then you will get regular milk too.  It will save you money.

  2. Yes.

  3. Yes you can.

If you dont get enough from WIC though, I suggest you sign up with the formula companies and they will send samples and checks to help you buy formula.  Also, check out freecycle and especially craigslist for free or cheap formula.  Also sign up with other baby companies for coupons and samples.

P.S. when you sign up with nestle, similac, and enfamil put that your baby will be born in a month because they will give you more if your baby isn't born yet.  Also put that are not sure if you will breastfeed or use formula, because if you are unsure they will give you more coupons.  Also, DO NOT put that you are on WIC.  If you put you are on WIC they will assume you dont need anything.
