Can you buy someon an 'open' plane ticket to use whenever they might need to travel?

To some destinations you can buy what is called an open return ticket which will allow you to return at any time within a certain time period. You just have to call and guarantee your seat some time in advance when you know when you wish to fly.

Some airlines also use the name "standby" ticket with the only difference being that you then have to go to the airport and hope that someone won't show up or that the flight is not full. You cannot be guaranteed to get on the flight in advance.

If you can purchase a ticket which will allow you to depart at any time you would like I do not think so unless it is something new I am unfamiliar with. A gift voucher would probably be a better option then.
