Can you call a buyer on Ebay if they don't reply to your e-mails?

I accident got a 2 orders mixed up. Other buyer still willing to purchase the item, however the other buyer, I have had no contact or response from. Transaction was completed through Paypal, and there appears to be a number listed. Would it be wrong to contact the buyer by phone without their permission?

No...that's what the numbers are there for....refund the payment and send an email saying you have done so....say you will call them in 2 days if no respnse....all you can do.
