No, only private beaches, but to be honest its not like anyones keeping an eye on it so if you keep it discreet nobody will know.

Oh my, have you seen the boulder-strewn slopes the English call a "beach?"  I can't imagine anyone wanting to camp on one.  I tried to walk across one once and it wasn't very pleasant at all.
