  1. of course. as long as he is still an american citizen

  2. The U.S. does not use the term old age pension.  The U.S. provides persons who have worked in the U.S. at least a certain amount with both a monthly monetary benefit called "social security", which is similar to a pension, but taxed differently, and medicare, which is similar to health insurance.  The monetary benefit can be claimed in the U.K., or almost anywhere else in the world, except for a few countries to which money cannot be sent from the U.S. because of economic sanctions, such as Cuba.  However, the medical benefit is only available for care received in the U.S., except when the need for medical care arises in one of the few parts of the U.S. where the nearest place that can provide the medical care is in Canada or Mexico.  Therefore, he can collect the monetary benefit, but not the medical benefit.

  3. There is no "American Old Age Pension."  You are referring to Social Security.  The answer will depend on whether the person contributed enough to qualify for benefits.

  4. It doesn't matter if he's a citizen or not--it matters if he met the 40 quarters test. Eg, 10 years of covered employment and he's now of retirement age.

As a non-citizen, the income will be subject to withholding of 22.5% (30% of 85% of the total).
