  1. i suppose it depends on the actual accident. If it happened in the hotel, then I should think you could actually claim of the travel agents.

    But the circumstances are limited.

    Your rights are governed by the Package Travel Regulations 1992

Not sure what you mean by "claim compensation" but if someone in another country has acted unlawfully and injured your or caused you damages, you can sue in that country and under their laws.  There are several large law firms that have offices all over the world.  Otherwise, find a local lawyer in that country to represent you.
