Yes you can, but your tears very quickly mix with the water you're swimming in so you don't always notice. If the water is very cold you can sometimes be aware of the temperature difference between your tears and the water.

As far as i know you can, but you wont notice it your face would already be wet so you wont feel the tears :P

I think you could cry a little, but you couldn't do it a  lot (sobbing) because that requires lots of breaths.
