After you paint, several layers of surfboard hot coat fiberglass resin will need to be applied over the acrylic paint. It's easy to do, but the cost of the sandpaper, paints, fiberglass resin, paint brushes, breathing respirator, and other chemicals, will easily cost over 100 dollars. You also need a covered, bug free, well ventilated area to work in. In the long run, it may be more cost effective to buy a skimboard with an already cool design on it.
