  2. It depends.  If you cut down cattails during nesting season and disturb a nest, you are violating the migratory Bird Act of 19128.

    I'm sure thinning and removal is allowed and even encouraged in some cases.  For instance, if you own a creek clogged with cattails by the side of the road, the cattails would block debris and obstruct fast flows and could cause flooding.

    Check with the proper authorities in your area to ensure you're in compliance with local, state and federal laws.
