Not sure if this is a trick question or riddle, but the answer is yes.

Your hair can be cut and you do not bleed.

I believe not. Small capillaries under the skin will break, and bleed because even tiny blood vessels can break.

  I'm pretty sure that if you cut yourself anywhere,  you will bleed. the blood vessels are too close and would be hard to miss.
