Can you drive a golf cart on city roads?

if i put headlights, taillights, tickers, and reverse lights, and and speedomiter can i drive an electric golf cart down city streets that my golf cart can reach the speeds of.

ooo. i've actually visited Hamilton Island in Australia where the only legal means transportation is by golf cart....but then again, you would have to move to Australia.

Since, I'm guessing you're not in Australia...then no...but I think the law should change.
