I just read an article in the news about someone who retro fitted a golf cart to meet certain minimum standards that allowed it to be driven on some roads.

All vehicles that ride on the street / hwy must meet DOT safety requirements (seat belts, air bags, headlights, tail light, etc.)

A golf cars does NOT meet any of those requirements.
